On February 1, 2023, CMS published the Advance Notice of Methodological Changes for Calendar Year (CY) 2024 for Medicare Advantage (MA) Capitation Rates and Part C and Part D Payment Policies. Among other changes, CMS proposed removing over 2,200 diagnosis codes from the HCC risk adjustment model. We provided CMS with comments on the disproportionate impact the proposed changes may have on D-SNPs and dually eligible beneficiaries, recommended CMS perform more nuanced modeling of the changes, and requested that the proposed changes not be advanced through sub-regulatory processes without adequate stakeholder engagement.
