Comments on Dual Eligible Discussion Draft Bill

On June 30th, the MLTSS Association submitted comments on a bipartisan discussion draft of a bill that proposes to advance integrated care options for dually eligible beneficiaries. The bill creates a new Title XXII under the Social Security Act to establish a new “State Integrated Care Program” and requires MMCO to publish a menu of integrated care program models that states would choose from. We supported the intent of the bill and many of its individual policy elements, which align with our integrated care policy proposals. However, in line with our past Senate Integrated Care RFI comments, we expressed our preference to build on the existing D-SNP framework to advance integrated care and posed key structural and programmatic questions Congress should consider if a new program is implemented.
