On June 30th, the MLTSS Association submitted comments on CMS’ proposed rules on Ensuring Access to Medicaid Services and Medicaid Managed Care Access, Finance and Quality:
The Access proposed rule included several provisions intended to improve access to and the quality of home and community-based services (HCBS). We expressed our support for many of the proposed quality measures and initiatives but the need for additional implementation time for states and plans. We also shared our concern that the proposed direct care worker payment requirements create significant administrative burdens but may not address the many underlying reasons for the current workforce crisis. The Managed Care proposed rule included a host of changes to MCOs. We highlighted the need for longer implementation timeframes, concerns about wait time requirements given ongoing workforce shortages, and additional changes to the MAC QRS to aid in beneficiary navigation. Read our response here.
